Research On The Development Of Network Letters And Visits System

With the rapid development and popularity of the Internet, China has entered the era of e-government, promoting the government’s development and reform. Against this background, the petition departments began to explore the construction of a network petition, to provide network channels for the masses. Compared with the traditional form of writing letters or visits, network channels has the advantages of convenient, transparent, low cost, etc. After years of development, the network petition has gradually been accepted by the masses, has become an important part of the Petition System.In this paper, the author used the perspective of new institutionalism, and analyzed the network petition in 31 provinces, municipalities, autonomous regions and the State Bureau for Petitions, in connection with the background, evolution, development status, function modules, running system, etc.Then the author utilized David Easton’s Political System Theory, to decompose the network petition running process in "input, regulation and decision-making, output, feedback" four links, launched a detailed analysis, and described many real examples.Through large amounts of data and surveys, we can see that the network petition has been gradually institutionalized, reflecting three distinct basic characteristics of progressive, adaptability, extendibility. The Internet Petition System has good prospects, and both have problems in the working criterion, administrative supervision and other aspects. Therefore this paper attempts to put forward some recommendations to improve the system.
