Study On Measuring And Evaluating Performance Of Technological Innovation In Small And Medium Enterprises

In order to surviving and developing in the market competition, the enterprise must keep on innovating, and has its specialty. It makes enterprises perpetually develop new products (services), reduce product cost and meet the user's requirements better, which has its favorable position. So the technological innovation is the inner requirements of survival and development for enterprises and the need of market competition and also the necessity of technological progress. In the process of innovation, the output is not always similar although it has the same input. In order to develop the technological innovation, enterprises must work hard in improving technological innovation performance; put their limited resources into the greatest process. In the developing of market economy, the small and medium enterprises play an important role; they are not only the important increasing point for country economy, but also offer large opportunities for job and technological innovation. Accompanied with the step of global economy and the entry of "WTO", the technological innovation of SME is facing more risks. In order to win in the market competition, SME must improve their technological innovation abilities, and increase the technological innovation performance. The management for the technological innovation performance, can make enterprises judge their situation correctly, so it is very importance for us to appraise and analysis the technological innovation performance correctly. In our country, the SME start technological innovation comparatively late, so there is little research on technological innovation of SME. Considering for this point, this article does the research on the appraisal on the technological innovation performance of SME. Firstly, the article describes the situation and trend of the appraisal on the technological innovation performance of SME, and secondly, analyzes the points and ways of appraisal for technological innovation performance of SME, then finds the problems of appraisal on technological innovation performance of SME. According to the characteristics, the principles and ways of technological innovation of SME, and combining with the idea of BSC in the performance evaluation, the article builds up the index system of appraising for technological innovation performance of SME. Aiming at the problem of appraising on the technological innovation performance of SME, this article uses DEA, giving a integrated analysis. From the positive analysis of SME in the stock market, the article gives some advice on improving technological innovation performance. From the article, the SME can realize its situation of technological innovation, then adopt effective strategy, accelerate the development of technological innovation; on the other hand, the article can give the government a proof from which they can master the rules of technological innovation, and then establish related economy policy.
