Theoretical And Empirical Research On Regional Science & Technology Development Plan

As a blueprint of the development of regional science & technology, the regional science & technology development plan is a main means which government implements science study and technology development under the market economy and it is also a very important mission which can guide, support the whole society strengths the technology innovation and impulse the science advancement. And it has played and is playing an important role in promoting the regional science & technology development and enterprise technology innovation.However, there are little systemically discussion about how to compile the science & technology development plan and the theory and measure of the science & technology development plan, especially there is no systemic frame. This thesis comprehensively applies theories of open complex giant system, regional plan, technology economics, and common politics. It makes profound and systematical research on and empirical analysis of the regional science & technology development plan. The whole thesis is divided into 6 chapters as follows.In chapter 1, the thesis mainly summarizes the present foreign and domestic situation of research on related theories of the regional science & technology development plan. It puts forward the targets, contents and methods of this thesis.In chapter 2, the thesis probes into the mechanism which the technological advantages transform to the economic advantages and incorporation of technology & science from the point of interactive relations of the regional science & technology with economic and society development. It studies the connections of science & technology development plan and region innovation system and its building, etc.In chapter 3, the thesis makes profound and systematical research on the contents and writing methods of the regional science & technology development plan. It illustrates the regional science & technology development plan' s status and contents, and also summarizes the commonly principles, index system, standards, steps and processes of the regional science & technology development plan on the basis of putting forward the idea model of science & technology development plan. It makes elementary studies on evaluation methods of theimportant fields and key technologies in the regional science & technology development plan. At the same time, this chapter systematically summarizes and evaluates the previous Chinese science & technology development plan.In chapter 4, the thesis researches the new background of Chinese science & technology development plan in the new century from the political, social, economic and technical aspects of the four on the basis of practice in foreign and domestic regional science & technology development plan. It describes the new characters and directions of the regional science & technology development plan under the viewpoint of scientific development.In chapter 5, giving an example of the science & technology development plan in Yuhuan county Zhejiang province, the thesis applies the theories of regional science & technology development plan for empirical analysis and gives some advices.The last chapter summarizes the whole thesis and analysises the research foreground in the field.
