The trend of economic globalization, regional group, regional marginalizationand the high-speed development of the intellectual economy make human resourcesbecome the focus of enterprise competition. Administrators are the most valuable keycapacity factor that can build and keep the competitive superiority of the enterprise,the change of the administrative modes of thought,the improvement of theadministrative ability,the complement and renewal of the administrative knowledgeare closely linked with the survival and development of the enterprise. Improving theadministrative ability of administrators by training is the ideal,cheapest and basicway by which the enterprise can get higher efficiency of production and competitivesuperiority.By contrasting and analyzing the training for administrators at home and abroad,the article delineates the differences in training between the domestic administratorsand the overseas developed countries' administrators, raises that we should study andmake use of the advanced training theories and the ripe training practices, developsthe fundamental thinking about the systematic training for administrators in aplanned,aimed and coherent way through combining with the enterprise practice onthe basis of the systematic analysis and the scientific design. Then regarding BaoCheng Company as the object of study, on the basis of the analysis of administrators'constituent structure and present condition of the training;the article combines thecompany's urgent desire of enhancing administrators' qualities and the existingproblems of the training for administrators in the aged war production enterprise,makes use of the quality analysis theory of administrators at home and abroad,consults the administrators' post duty standard of Bao Cheng Company, selects 28items of administrators' current quality factors from the three respects of knowledgestructure,working skills and attitude towards working, analyzes and calculates theimportance of administrators' quality factors of different levels through applying themethod of systematic and gradational analysis in order to define the key qualityfactors and training emphasizes of every level's administrators. It first puts forwardthe concept of training index and design of the training items according to the degreeof training index and the way of training courses' choice by combining trainingreceivers' wishes, also designs systematically the system of the last three-yeartraining courses of the company's administrators of every level and the system of theimplementation, studies the middle-level administrators' training items withsubstantial evidences for one and a half year, distributes questionnaires to the trainingreceivers and the leaders responsible for the training receivers, makes an investigationof a special subject to their subordinates, collects their subordinates' evaluationadvice to the training items of the middle-level administrators, examines theinvestigation data with the Z method by statistics and analysis. The result of dataanalysis shows: the implementation of the items helps training receivers grasp themanagement knowledge and skills, and also improve their management capability;italso verifies the rationality,practicality,validity of the design.The study achievement has practical value to administrators' training of BaoCheng Company, and enterprises of the same kind can draw on experience of thestudy achievement.
