The state-owned enterprises, especially the massive-scale and medium-scale ones, play a crucial role in the national economy and socal development. By now, most of the state-owned enterprises have transformed their management methods, and clarified the ownership of property Nevertheless, it has not brought the noticeable promotion of the enterprise performance and effectiveness. The problem, in my opinion, liese in the lack of a comprehensive modern corporation system, especially in the lack of a performance management system that could meet the requirement of the management and development of enterprises. Most of the state-owned enterpries stay in the traditional phase of personnel evaluation and management. Therefore, it becomes an urgent task for the management to construct a performance management system that suits the enterprise. This paper applies the theory of performance and effectiveness management in the analysis of performance evaluation system in Bluesky Electricity corporation and makes on we effective program for the managemat of performance and effectiveness. Thus promote the sustainable and stable development of the lompany.The paper composed of four parts. The first part set the theoretical ground from various aspects, namely, development, content, purpose of performance management; selection of evaluation method; relationship between the performance management and organiling strategy; role of the performance management in personnel resource management.The second part, employing the the theory of performance management, analyze the status of the performance evaluation system of Bule sky Electricity Corporation.
