A Study On The Building Of Regional Innovation Systems In Xinjiang Production & Construction Group

The paper tries to research on how to construct XPCG's (Xinjiang Production and Construction Grop.) regional innovation system and raising whole innovation capability, carrying out the strategy of science technology and education promote XPCG ,insuring realize the eleventh five year program and medium long term plan of XPCG .The paper has done research work using normative and positive method, and combine others method such as inference and indication, quantify and qualitative together. It has obtained some major conclusion :Strengthening the construction of science and technology innovation system can advance the ability of XPCG' s original innovation, drive the industrial process of technology innovation and scientific payoffs, boost the ability of scientific intermediate service and perfect the macro-management innovation system.They are similar to each other in the structure and composition by both national and regional innovation system, each having the subjects, infrastructures, resources and circumstances of innovation. However, regional innovation system is the important link to national one, it is the key to boost regional economic competitiveness and the essential technological pillar to upgrade regional industrial structure.Nowadays the consciousness of the technological innovation in the XPCG is intense. The Agricultural scientific institution is integrated; there's an active progress in the construction of the industrial enterprise's technology center; the size of the agro-technology extension & service system is coming into being; the agency of science and technology develops well and the effects of the science and technology are remarkable. All of these laid a foundation to the development of the XPCG's technological innovation system. But in the same way, there're also some obstacles, which make the scientific institution lack of innovative enthusiasm. These obstacles include the weakness of the Macro-harmony management, the lacking of the primary organization's main body, the slow development of the scientific institution to public welfare, the distemperedness of the agency of science and technology, the shortage of the preferential policy's guidance, the insufficiency of innovation impetus, the scarcity of investment and the deficient in the Professional Talents of a research& application type.
