| Based on the development of economic globalization and increasing competition of scientific and technological economy,technological innovation and technological progress to economic and social fields and levels had a profound impact. The construction of innovation system has become the main driving force for a country or a region, also, it has become the most active factor for the development of social. Innovation ability has become the decisive factor the of core competitiveness for countries and regions.Accelerating the construction of scientific and technological innovation system, and fundamentally improving the economic competitiveness and maximizing innovation efficiency, reducing innovation costs and making the necessary resources what innovation need to be integrated and used effectively, various knowledge and information to be configured and used reasonably , various support services to be supplied fully and timely, growing source of innovation and accelerating technology transfer, promoting industrial development, improving economic structure has become a very important strategic task of socio-economic development.This paper aims to analyze the successful practices of scientific and technological innovation and the enlightenment based on the study of content and framework for scientific and technological innovation system, combine with the real situation of innovative system of Xi'an, analyze the problems of establishing innovative system of Xi'an, build up an innovative system which comply with the development level of economy of Xi'an.Through the research of the regional scientific and technological innovation system, this paper analyses the relations of Xi'an regional innovation system and the core competitiveness, proposes the guiding ideology, overall objectives, basic content and key tasks, as well as implementation and institutional channels, the measures protection of building a regional innovation system in Xi'an. Pointes out how to play a role of the government, enterprises, universities and research institutions with the socio-economic development ,such as their respective advantages and synergies of their own resources (capital, manpower, technology), through coordinating and interacting, promotes creation and exploitation of science and technology as well as corresponding product or technology services ,and then generates new, advanced industrial technology (including process, technology and equipment, products, etc.), also, derived a series of fundamental scientific and technological achievements, thus, it will form a powerful scientific and technological innovation system, creates huge social and economic benefits, accelerate the realization great-leap-forward development strategic goals of Xi'an. |
