| Under the tensional oil-market situation, the consumption demand of the oil and natural gas increases rapidly and will hold larger proportion in Chinese energy consumption configuration in the future. The increasing oil demand has to rely on importing for our oil reserves are few.So one of the focuses of the Chinese economy sustainable development is the energy sources and the focus of the energy sources is the oil. The self-sufficiency of Chinese total energy consumption is becoming more and more difficult. China has become energy net importer since 1993. The degree of dependence upon energy import (the net oil import or the terminal energy consumption) mounts up to 6 percent in 1997. The degree of dependence upon oil import has increased rapidly from that time and reached 42 percent in 2003. In 2010 the degree of dependence upon energy import will reach 50 percent. The report from Academy of Geological Science of China forecast the gap between supply and demand of oil will be 6 billion after 20 years.Under this situation the energy demand of our country is embarrassed. Huge demand makes exorbitant degree of dependence upon import and the counter-measures of China lag comparatively when the international oil price fluctuates greatly. So the choice of energy strategy is a key point.This text applies theory of strategy management and probes impersonal into the oil and gas exploration actuality and the reserves lacking situation of North-east Branch Company of SINOPEC.
