Since the western development strategy implementation, the western region economy has entered a rapid development period. In terms of growth, the development of western regions is faster than the eastern region. But the gap between the eastern and western regions gets wider. Because of its priority development, eastern region is earlier than the western region to encounter the sharp contradiction between economic development and environment. In response to the challenge, Eastern coastal areas started to explore a road that can be harmony with the natural environment. So far, they have accumulated considerable experience: Tianjin has established a new eco-city through cooperation with Singapore.Shanghai also wants to establish a carbon neutral region in Chongming Island through the development of new energy, green building and fuel cell buses. Suzhou established a low-carbon Industrial Park based on industrial upgrading. Overall, eastern coastal cities have accumulated considerable experience of low-carbon urban construction. On the contrary, Low-carbon urban construction in the western region is backward. For example, Guiyang proposed the establishment of low-carbon communities. It shows low-carbon city construction in western region is not as urgent as the eastern region. It also means that the government has not changed their consciousness. However, in the long run, the western region will inevitably face more severe environmental challenges than the eastern region. Ecological environment in Western Region is very fragile. On the other hand, the western region, which is rich in resources, relies on exploitation of natural resources to develop the economy. Therefore, it is inevitable that creating a large number of resource-based cities such as Panzhihua, Lanzhou, Yulin, and Ordos. The industrial transition in these cities is very difficult.In addition, the level of urbanization in the western region is still low, increasing levels of urbanization, will bring tremendous pressure on Sustainable Development. Therefore, the development of low-carbon city becomes an inevitable choice for the western region. Choosing a low-carbon development path, western region will be able to achieve sustainable development.Based on the foreign and domestic theories of low-carbon cities, this paper redefinition the low-carbon cities and then build a comprehensive evaluation system for low-carbon city development to evaluate the situation of11capital city in western region, analysis their strengths and weaknesses. Finally, this paper will provide policy advice to low-carbon urban construction. There are six parts.In the introduction, this paper gives an explanation about the background, significance and methods of this research. Construction of low-carbon city evaluation index system is the basis of quantitative description. Establishment a scientific and reasonable evaluation index system will reduce the difficulty of the operation and improve the effectiveness of the evaluation results. The empirical research will fill the gaps about low-carbon urban development in the western region. Therefore, the study of this paper has important theoretical and practical significance. The second chapter is a review of relevant study on low-carbon cities. Part three is the theory of low-carbon cities including market failure theory, environmental economics, ecology theory and sustainable development theory. Summary of these theories will help to further clarify the meaning of low-carbon city. Part four, which is most important, divided into two parts. The first part constructs the low-carbon urban development assessment systems. And then collecting11western capital cities index data in2010, using SPSS software for data processing, And analyze the performance of different cities.The fifth chapter will discuss the construction path of low-carbon city. This paper attempts to combine the results of previous studies, to build a complete system. The sixth chapter is a summary of the shortcomings of this study, and the proposed vision for the future related research.Main contribution of this paper:Firstly, it establishes the index system for empirical evaluation. This overcomes the deficiencies of low-carbon research lack of empirical analysis. Secondly, the study of the capital city of the western region will get to know the overall level of low-carbon cities. Thirdly, this paper proposed a systematic and comprehensive low-carbon urban construction system. Because the research involves many basic data, it is difficult to collect the latest data. So there is still deficiency in the paper, it needs more efforts on the research in future.
