Application Research On Behavior Safety Management In Coal Mine

Abstract:As the fundamental energy of developing,It’s hard to change the energy structure which gives priority to coal. The secure manufacture of the coal mining enterprises has great influence on our economical development. However, the high accident rate in coals is always the barrier to restrict the harmonious development of our coal mining industries. Through the efforts of safety management researchers for several generations, our prevention of accidents in coals has got great achievements. But compared with developed countries, for example the death rate in U.S.A, we are far away from them. To ensure the safety privilege for those coal miners, we must construct more reliable safety management system, and learn new advanced management theories and methods constantly to avoid the happening of coal accidents from its beginning.Most accidents happen because of people’s unsafe behaviors. Unsafe behaviors of people, unsafe condition of objects, and unsafe factors in working environment are the main causes of accidents. As the subject of production activities, the unsafe behaviors of people are the direct causes of most accidents. In the production and safety management activities, people is the most flexible subjects, therefore, the important ways to ensure the safe production lies in controlling people’s unsafe behaviors. Based on the theories of psychology and behavior theories, and the behavior model of ABS, BBS achieves the aims of safe production, accident prevention and low man-made accident rate through improving people’s safe behaviors in working. Nowadays, the accident prevention of the BBS safety management in production industries, such as oil exploiting industry, has got good results. The present paper focuses on applying BBS to our safety management in coal mining industries to lower the accident rate in coals. Firstly, the present study analyses the problems that we should solve if we wish to apply BBS effectively to our safety management of coal mining industries, from the angles of the limit of behavior safety management, the related studies in our country and the misunderstandings and difficulties in practice.Secondly, the paper designed a reliable, ideal, and stable measuring tool:"Safety Psychology Assessment for Coal Miners" on the basis of the collection of foreign and domestic studies on BBS, through literature review, interview records of coal miners, on-the-spot investigation, working analysis questionnaires, posts analysis questionnaires, and accident causes questionnaires, and through the explorative factor and confirmatory factor analysis of original questionnaires. The questionnaire includes8dimensions: discipline, responsibility, intelligence, safety sense, cooperation, initiative, seriousness, and self-reliance. It makes the system of coal safety psychology assessment together with "Importance Ranking Table of Posts in Coal Industry" and "Outside Assessment Table for Fulfilling Safety Responsibilities". Behaviors are controlled by psychology. The basis of BBS safety management lies in the implementation of safe behaviors via safe psychology.Lastly, it designed a model for BBS behavior safety management, including composition of BBS leaders, detailed procedure of the BBS implementation, management, technique and personnel support for successfully fulfilling BBS, and it also applied BBS to the daily safety management in Wang Zhuang Coal. The success in Wang Zhuang Coal demonstrates the feasibility of the model of BBS behavior safety management. The decrease in the number of unsafe behaviors and the improvement of safe performance prove the validity of BBS to unsafe behaviors. Moreover, directing at the individual behavior observation, and through communication, ABC behavior analysis uses the measure of unsafe behavior prevention, and the method has a great effect on the miners’safe working and is crucial in the prevention of accidents. The BBS behavioral safety management model designed in this study is based on ABC model:At the motivation stage of "A", psychological evaluation system is used to ensure the workers have the mental capacity of safety behavior; At the behavior stage of "B",behavioral observation is applied to correct unsafe acts promptly through the communication with workers; At the feedback stage of "C", security behavior is enhanced.The BBS model designed here provide a full range of management for the safety behavior of mine workers, with many advanced characteristic which other behavior management model does not have.The research results of the paper can be used in all sorts of coal mining enterprises. It helps to carry out the requirement of the present legislations. Because the accidents in coals are mainly caused by man-made factors at present, reducing man-made dangers can lower the happenings of accidents fundamentally.
