Economic and environmental development is an important guarantee for thesustainable development of society. The environment as the basis of ensuring economicgrowth provides a number of resources also absorb the pollutants. Irrational economicstructure, extensive growth mode of economic development, paid a lot of resources andenvironmental costs, the contradiction between economic development and resourcesand environment has become increasingly acute. With the rapid development ofeconomy, resource constraints, environmental pollution problems have becomeincreasingly prominent. How to break the limits to growth under resource constraints,how to break the environmental stress of economic growth path dependence, is the keyto the economic environment balanced and sustainable development in Zhejiangprovince. This have reference value for other provinces, and also has importantsignificance for China’s construction of resource-saving and environment-friendly andsustainable society.This study combed literature and theoretical, constructed relationship betweeneconomic growth and environmental pressures conceptual model, and based on theconceptual model and the decoupling theory, combined with the actual situation inZhejiang Province, established a decoupling state evaluation system. In this study, GNPmeasures economic growth, and with including energy consumption, waste emissions, atotal of eight indicators measure the ambient pressure. This study defines decouplingindex as environmental pressure change rate and the ratio of the economic growthrate;And further divided the decoupling level in detail. Use of Zhejiang province2000-2012data for empirical research, drawing the following conclusions:From the time perspective, economic growth and environmental pressures inZhejiang Province showed an upward trend, while the growth rate of the two different.Zhejiang Economic growth and environmental pressures decoupling index showed adownward trend in volatility, decoupling level is still at a relatively decoupling stage.Different environmental pressure indicators show different levels of decoupling andindicators of environmental pollution’s decoupling levels are relatively superiorresource consumption decoupling level. Where the decoupling of energy consumptionand electricity consumption index is the highest, tobacco dust and sulfur dioxideemissions decoupling index decreased significantly, resulting in a positive impact on environmental pollution suppressed.From the perspective of space, Zhejiang11cities in the2000-2012years,72%indecoupling state, indicating that most of the past decade of economic growth faster thanthe growth rate of environmental stress. However, within each period decouplingsignificantly different levels of interior space. Presented randomly distributed on theglobal space, and related distribution on local spatial characteristics. And Hangzhou,Ningbo, Wenzhou, showing a significant demonstration effect of space.This study with the grey relevance analytic method, further discussed the economicgrowth and environmental pressure decoupling drivers. The results showed that,Industrial structure,energy structure, environmental protection investment, technologicalprogress of the four factors on economic growth and environmental pressure decouplingindex influence is strongly related or moderate related. Reasonable to reduce theproportion of industry and the proportion of coal energy consumption, increaseinvestment in environmental protection and environmental technology innovation willcontribute to decoupling index fell. This study finally proposed optimizationcountermeasures and Suggestions to promote the coordinated development of theeconomic environment. Including the change economic growth mode, optimizing theindustrial structure, adjust the structure of energy consumption, accelerating thedevelopment of circular economy and increased investment in environmental protection,environmental policy inclined guide.This study has a certain degree of innovation in research perspective and researchmethods. On the one hand, this study improved the decoupling state evaluation system,and according to the actual Zhejiang has carried on the improvement, makes theresearch on relationship between economic growth and environmental pressures inZhejiang province is feasible, and further research on the economic environmentdecoupling drivers jumps out of the traditional research methods. On the other hand,This study is not limited to the timing analysis, but rather a combination of spacestatistical analysis methods with GIS technology. Timing and spatial perspectives ofZhejiang economic environmental decoupling level analysis, making a more in-depthresearch and analysis.
