Research On Efficiency Evaluation Of Technological Innovation And Intelligent Diagnosis Of The Problem In Jiangxi Province

Recently, with the development of science & technology and the rise of knowledge-based economy, it become more and more obvious that technological innovation had a great influence on social economics and development as a function of joint and promotion. A region's competitiveness and local scientific and technological innovation level had a great correlation. Therefore, it come to be indispensable to establish a comprehensive evaluation system to evaluate and measure some region's technological development level and technological advancement level. Technological innovation efficiency can embody a region's capability of resource configuration and science & technology management. With the current background of the constraints of resource and environment, the research on how to improve a region's technological innovation efficiency and how to enhance the ability of resource allocation had a great practical significance. The qualitative analysis of the technological innovation's influence factors and the quantitative analysis of technological innovation efficiency were the key for us to grasp the development state of the economics and society.This article reviewed domestic research status of technological innovation and technological innovation efficiency. this article focused on the deep analysis of technological innovation state and problems in Jiangxi Province with the horizontal and vertical comparison, and generalized the point that Jiangxi province was currently in the phase of imitative innovation stage of technological innovation. Meanwhile, this article used gray correlation analysis method to analyze the relationship between technological innovation and economic development in Jiangxi province. this article established the evaluation index system of technological innovation based on the inputs and outputs index; used C2R and BC2 classical model of Data Envelopment Analysis (DEA) to measure and calculate the 2001-2009 technology efficiency, pure technological efficiency and scale efficiency value of technology innovation in Jiangxi province; and gave the improvement direction and some improvement measures for effective decision-making units of non-technology. And we used super-efficiency (SE-DEA) model for sorting technology effective decision-making units. According to the technological efficiency evaluation results, the probabilistic neural network (PNN)based on MATLAB toolbox was established, and this network implemented pattern recognition and classification of technological efficiency. Thereby, this article further completed the intelligent diagnosis of technological innovation efficiency issue. Last, based on the evaluation status of technological innovation efficiency of Jiangxi province, this article put some strategies, summarized the relevant research conclusions, and described the future research direction.
