Oil companies have a very important significance for China’s development as arethe backbone of Chinese industry. Oil enterprises in China have achieved good resultsin terms of technology innovation, but new problems have emerged in the process ofdevelopment. Compared with foreign advanced oil companies, technologicalinnovation efficiency of oil companies in China is significantly low, which became animportant limiting factor in sustainable development. Therefore, how to improve theefficiency of technological innovation has become the focus of China’s oil companies.This paper determined the model of technological innovation efficiency andintelligent method of evaluation of the diagnostic by reviewing the related domesticand international research. According to the research object of this study, this paperanalyzed the current input-output situation of technology innovation activities ofChina’s oil companies, summed up the problems of China’s oil companies, such as notenough support for innovation activities, low conversion rate, insufficient corporateculture of innovation and not perfect enterprise mechanism.In order to achieve evaluation of technological innovation efficiency, this paperbuilt an evaluation index system of technological innovation efficiency of oilfield,selected input indicators including of intensity of R&D personnel investment,intensity of R&D funding and intensity of non-R&D funding and output indicatorsincluding of effective patent rate, output rate of innovative products and sale rate ofinnovative products.First, through establishing DEA model, this paper made static evaluation abouttechnological innovation efficiency of selected representative13oil companies. Basedon the results of the static analysis, technological innovation activities are divided intothree types: effective technology and scale efficiency, effective technology efficiencyand invalid scale efficiency, ineffective technology efficiency and invalid scaleefficiency.Secondly, through establishing of Malmqusit model, this paper made dynamicalevaluation about technological innovation efficiency of selected representative13oil companies in2005-2012. The reasons of non-effective TFP were attributed to threetypes: a decline in pure technical efficiency, insufficient of scale efficiency andinsufficient of technical progress.Thirdly, the efficiency modes of technological innovation were grouped into fourcategories: all efficiency effectively, pure technical efficiency largely ineffective, scaleefficiency largely ineffective, technological progress largely ineffective. This paperachieved intelligent diagnosis for this four efficiency modes through establishingprobabilistic neural network. And then a targeted strategy was made.Finally, the strategies and recommendations of improving the efficiency oftechnological innovation were put forward such as the establishment of effectivetechnological innovation strategy, changing the existing model of innovation,increasing investment in R&D expenditures and R&D staff, improving theconversion rate and so on.
