| The crucial purpose of ensuing housing system in our country is to solve the housing difficulties on lots of families with low income as well as to achieve social harmony. Under the background of continuing high price of housing, ensuing housing system plays an important role, as a measure of macro-control in China. However, in the process of implementing ensuing housing system, it emerged kinds of problems.The thesis emphasizes on research of ensuing housing system in our country with the method of comparative analysis, historical analysis, combination of theory and practice as well as deduction and induction. It starts with the present situation of ensuing housing system and explores the reasons of emerging problems. Finally, we combine experiences of abroad and find solutions. This thesis is composed of four parts.The first part is the preface,it includes the background and significance of the study,and the review of research at home and abroad as well as the idea and the methods of the research.The second part is the present situation, problems and causes of ensuring housing system. First of all, it begins with the introduction on present situation of ensuring housing system. It formed in the process of construction, distribution, circulation with concrete practice, which covers the area of housing planning, capital supply, subsidies and monitoring. Ensuring housing system is composed of affordable housing system, low-rent housing system and policy rental housing system. Secondly, it points out the problems existed in ensuring housing system. On one hand, unbalance between supply and demand; on the other hand, providing housing cannot satisfy demand. At last, ensuing housing becomes the objectives of the rich so as to distort the nature of system. Finally, it analyses the causes of existing problems in ensuring housing system, which points out the necessities in proving housing planning, capital supply, subsidies and monitoring. The third part is the introduction of significance on ensuing housing system in foreign countries. First of all, we would like to have the knowledge of this system in USA, Great Britain, Singapore and Sweden. The ensuring housing system in this four countries has its features: the USA pays attention to its subsidies on families with low income; the Britain carried out and encouraged the citizens to own their estate; housing accumulation fund system is the point in Singapore; however, in Sweden, housing cooperative society plays an important role, as a imperative part of this system. Secondly, analyse the significance to China. This thesis point out that we should improve support of ensuring housing system in law and emphasize the government role in ensuring housing system as well as explore various ensuring measures on the basis of realization.The fourth part is to improve the policy on ensuing housing system.First of all,building ensuring housing planing system.We could supply ensuring housing near the subway or railway station. Meanwhile, buyback commodity house and accelerate oldtown transformation so as to increase ensuring housing of inner city;pay attention to the construction of facilities and cultural environment around the ensuring housing; ensuring housing should adhere to the principle of small family. Secondly, establishment of housing accumulation fund system. We should transform the idea of local government and build corresponding accountability mechanism so as to play the role of accumulation fund. Thirdly, building ensuring housing subsidy system. We should pay more attention to Sandwich layer transforming brick subsidies to head subsidies.
