A Study On Models Of Inter-city Cooperation Between Central City And The Other Cities Of Shandong Peninsula Urban Agglomeration

City comes into being when social productivity develops to a certain level and when social labor tract division reaches some degree. And when social productivity more developed, especially when merchandise economy and intercity traffic contact more developed, Urban agglomeration gradually forms and develops. Along with economic globalization, regional integration process speeding up, urban agglomeration increasing becomes a main front where a country or a region develops economic, social and cultural. The close contact and successful inter-city cooperation between Central City and the other cities decise the developing pace and the scale of a urban agglomeration.China has gradually forms the Yangtze River Delta, Pearl River Delta and Jing-Jin-Tang three urban agglomerations. In addition, the development of Cheng-Yu Urban Agglomeration(Central City:Chengdu and Chongqing), Wuhan Urban Agglomeration(Central City:Wuhan), Fu-Xia Urban Agglomeration(Central City:Fuzhou and Xiamen), Harbin Urban Agglomeration (Central City:Harbin), UrbanAgglomeration (Central City: Zhengzhou), Liaodong Peninsula urban Agglomeration (Central City:Dalian ) and Shandong Peninsula Urban Agglomeration (Central City:Qingdao) has also increasingly become a cause for concernIn recent years, Shandong Peninsula Urban Agglomeration becomes a urban agglomeration rising star of China, and the area which has the highest level of urbanization and the fastest growing speed of Shandong province.In 2006,the urbanization rate of Shandong Peninsula Urban Agglomeration reached 55.4%,9.3 percentage points higher than the provincial average. The city functions in the urban agglomeration also enhanced. But compared with other urban agglomerations, the overall strength, cohesion and radiation of the central city Qingdao in Shandong Peninsula Urban Agglomeration is not strong. At the same time, the members cities'industry self-contain, loosely link with the central city's economy.In the urban agglomeration, industry convergence phenomenon is obvious and there is no rational division of work among cities. Therefore, research on models of inter-city cooperation between Central City and the other cities of Shandong Peninsula Urban Agglomeration is an urgent and important task. Shandong provincial government establishment, "the overall planning of Urban agglomeration" (2006-2020), deepen and refine the Shandong Peninsula Urban development strategies and implement it to the specific spatial layout.the Shandong Peninsula Urban Agglomeration Planning develops into a new stage.This article first analyzes the development stage of urban agglomeration, illustrates the cooperation between the Central City and other cities in each stage of development, obtained that the process of urban agglomeration development is within the increasing deeping cooperation between the Central City and other cities. The urban agglomeration's development, growth and even mature is the result of mutual inter-cooperation between the Central City and other cities.On this basis, the paper points out the stage of development of Shandong Peninsula Urban Agglomeration, and analyses the current specific circumstances of co-operation between the Central City and other cities in the urban agglomeration. Through that, the paper obtains the urgent tasks to the development of Shandong Peninsula Urban Agglomeration:on one hand, developing the Center City, expanding its gathering and spreading fuction, to lead member cities'development;on the other hand, actively exploring the suitable models of inter-city cooperation between Central City Qingdao and the other cities, providing normative guidance and direction, promoting their good cooperation.Then, this paper analyzes somes cases of the successful inter-city cooperation between Central City and the other cities in the world, sums their experience, creativity proposes two models of inter-city cooperation between Qingdao and the other seven member cities. Finally, with the guidance of integrated development of urban agglomeration, the paper proposes a series of supporting measures in the fields of infrastructure construction, industrial layout, structural reform and resource,environmental protection, to put forward for advancing the inter-city cooperation between Central City and the other cities of Shandong Peninsula Urban Agglomeration.
