Market-oriented economic development, transformation of government functions,democratic consciousness and policy guidelines urge institutions to further advanceour reforming institutions with a scientific, modern, informational management path.As is known, the research institutions as an important part of public institutions, onthe one hand, it has the general properties of institutions, and on the other hand, it alsohas the particularity of leading advanced scientific research. The performanceappraisal of research institutions not only just meet their specific needs, in particular,it needs to take the management of knowledge workers and their team into account, soit has already been a vital part of the entire management. Thus, performanceManagement is an continuous two-way communication process for manager and staff,it is important to achieve their goals and make adjustments in order to achieveconsensus. The performance appraisal which is precisely the core of the most criticalsteps, whether based on the organization or the perspective of individual employees,performance appraisal are related to the vital interests of the organization andemployees. Therefore, we had better to emphasis the positive effect of performanceappraisal in research institutions, establish a scientific and reasonable performanceevaluation system, and give full play to the guiding role of performance appraisal. It isessential for research institutions to be better, which not only has strong theoreticalsignificance, but also has great value.However, China’s research institutions generally have trouble in performanceappraisal, and how to design performance appraisal mechanisms in order to achieve ahigh level of R&D personnel, effective and sustained R&D team motivation,performance evaluation and incentive compensation will be reasonable integration, itis still in constant exploration. The scientific research institutions have been theexistence of institutional backwardness, inefficiency and other problems. It is really amajor emergency and urgent task to introduce the concept of modern human resourcesmanagement, performance appraisal and performance management to scientificresearch institutions. As the backbone of scientific research institutions, theperformance appraisal work of knowledge workers is very special and important. Currently, the performance assessment of scientific research units is still in theexploratory stage, this article attempts to draw domestic and foreign advanced througheffective performance appraisal and management theory, combined with the concretepractice of China’s scientific research institutions. This paper described and reviewedthe theory of performance appraisal which is related, and absorbed the advantage ofthe current performance appraisal from home and abroad. The paper also summarizedsome major problems about performance appraisal of research institutions. What ismore, by using the empirical case of the Academy A prototype, we are trying to finduniversal problems of performance appraisal which exist in research institutions, andanalyze the problems deeply. By learning the advanced performance appraisalmethods and assessment philosophy, combined with the actual situation of China’sscientific research institutions, I will analysis the knowledge-based employeeperformance appraisal problems and design an efficient performance appraisalprogram, and I will try to put forward a reasonable performance evaluation design.With research and optimization of actual cases, I hope to provide a reference value forthe promotion of scientific research institutions performance assessment.
