Based on review of the literature and learning the latest domestic and overseas research results of the competency model, this study initially proposes the R&D per-sonnel competency model of software outsourcing companies and makes supplemen-tary verification on it with the method of interview. Accordingly, the R&D personnel competency model of software outsourcing companies is preliminarily revised. Then through questionnaire survey method, the model is further verified. Simultaneously, through the introduction of human resource strategy as regulation variables, the rela-tionship between competency, outsourcing performance and human resource strategy are studied in details. Finally, this paper approaches the entire research results and puts forward the insufficiency and the future research direction.The main work and conclusions of this study are as follows.(1) With the interview and literature analysis methods, this paper constructs R&D personnel competency model of software outsourcing companies and gets seven R&D personnel competency factors of software outsourcing companies, which are interpersonal communication, professional technology, learning and innovation, project management, teamwork, logical thinking, problem solving. (2) According to the constructed competency model and concept model in the paper, questionnaires were designed; with which some com-panies engaged in software outsourcing in Xi'an Software Park participated in the sur-vey. Then, using the statistical software SPSS16.0, data analysis was done on the sur-vey data of 172 valid questionnaires retrieved, such as reliability analysis, factor anal-ysis, descriptive statistics analysis, correlation analysis multi-collinearity analy-sis,regression analysis and Multivariate of variance analysis. By doing these analyses, obtaining the conclusion that each competency factor has significantly positive effects on outsourcing performance and some human resource strategies, such as training, mo-tivation and so on, also have significant positive impact on competency and outsourc-ing performance of R&D personnel in software outsourcing companies. (3) By doing Multivariate of variance analysis, verify the regulatory role of human resource strategy of competency and outsourcing performance.
