With the fast development of the economic globalization and high-tech, the core competition of the corporation depends more on R&D personnel. The excellent high-performance R&D personnel are crucial to the sustainable development of the enterprise and the realization of its strategic goals. Therefore, how to hire excellent R&D personnel effectively is attracting more and more attention of enterprises and R&D personnel. Competency is a new angle, which can distinguish the excellent performance of R&D personnel. According to the point of the practice applications, the reality of recruitment and the analysis of competency, the research developed the recruitment processes, methodology and tools, which belong to the R&D personnel, and did some instance analysis..Firstly, this research refined 9 competency factors of the R&D personnel by analyzing literature, such as, thinking ability, teamwork, achievement orientation, specialized information and skills, personality, learning and innovation ability, manager ability, service orientation and social communication ability. Secondly, based on a large quality of literature reading and theoretical summary, it concluded ways of recruitment and the recruitment tools each adopted, which used practically by the corporation. According to the contents of recruiting tool and the competency factors of R&D personnel, it designed the recruitment process and tools. Then it designed the questions of structured interview and evaluation criterion by the competency factors of R&D personnel. In order to solve the problem of information asymmetry between recruiting supervisor and employee effectively. It designed interview cases of 16 Connelly indicators to identify a liar in recruiting process. Then they set company A as an example to do positive analysis.Through the reliability and validity testing to the design of the structured interview. It is obvious that the structured interview designed for R&D personnel'competency factors of thinking ability, teamwork, achievement orientation, specialized information and skills, personality, learning and innovation ability, manager ability, service orientation and social communication ability is scientific and effectively. Half a year later, they took a test to the employed R&D personnel'competency. They test the appraisal score and recruitment score using Paired Samples Correlations and Regression. It is obvious that the recruitment system designed for R&D personnel'competency factors is scientific.This research not only offers a set of applicable and pointed ways for R&D personnel' recruitment work, but also provides reference to robust and complete management mechanism of R&D personnel'recruitment process. To the corporations, it has important actual significance for getting the personnel of competency factors.
