The economic transformation of resource-exhausted cities has been a problem around the world for a long time. Fuxin, the mining city with a history of 100 years, is the first resource-dependent city defined as economic transformation pilot city. Fuxin's dilemma is common among the resource-exhausted cities in China with its unique features, so the economic transformation of Fuxin has great importance.In this paper, using relative theories in regional economics, the writer elaborately analyzes the social economics, choices of substitution industries, political support from government on economic transformation before the changing of Fuxin economy. Also the writer evaluates Fuxin's achievement in economic transformation in rencent 10 years from two aspects:the path of economic transformation and the results. At the end of the paper, rational suggestion is put forward for Fuxin's further implementing of economic transformation. The paper is divided into 5 parts.Chapter one, relative concepts and theories. Since there is still no agreement on the definition of resource-dependent city, there is some dispute about the existing definition. In this paper, with the result of current studies, resource-dependent city is defined from both quantitative and qualitative aspects. Meanwhile, the writer gives brief introduction to the definition and meaning of economic transformation. At the end of this chapter comes the brief introduction of the development of industrial lifecycle theory and Industry transformation theory.Chapter two, background, path and industry choice of economic transformation of Fuxin. In this chapter, the writer first analyses the Fuxin's social economy before the transformation and state the necessity and urgency of the transformation. Then the writer describes the thought of Fuxin's economic transformation, stating its choice of substitution industries. In the end, the writer mentions Fuxin's definition of the substitution industry as fully implementing modern agriculture and developing diversified industries together with other industries.Chapter three, Fuxin's policy on economic transformation. This chapter includes two parts:the first part is about political support from the government, from the fixing of Fuxin as the pilot city to putting it in the first economic transformation pilot cities. The second part can be divided into two sections, the first one is about the political support from government of Liaoning Province on Fuxin's economic transformation from four aspects. The second one discusses Fuxin's own policy on this transformation, stating the details in the policy.Chapter four, results of the economic transformation. This chapter analyzes the results from three aspects, economic, social and environmental effects. By studying index, the writer evaluate the positive changes in details since the economic transformation and points out the disadvantages.Chapter five, suggestion on Fuxin's further implementing the economic transformation. Through the chapters above, the writer has analyzed the path and effect of Fuxin's economic transformation. In this chapter, based on the current situation of Fuxin since the transformation, suggestion will be given on economic volume dilatancy, optimization of industry structure and development of circular economy.
