It is Because of the characteristics of this path dependence, making the industrial policy changes very difficult, to break the lock, the need for a thorough analysis for the inefficient system of locking mechanism, but also the need for a depth study of alternative ways for determining a rout.First this article based on the field survey of industrial policy's formulation and implementation of Qin'an County forestry and fruit, quantitative analysis.the status and the development of the local forestry and fruit industry, research the achievements and existing problems of Qin'an County forestry and fruit's industrial policy. Second, under the framework of the theory of institutional change, analyzing the characteristics of path dependence on Qin'an County agricultural policies, Found that the policy-making process, the lack of competition and learning mechanism, the short-sighted behavior of policy-makers and the stability of concept, the characteristics of political system maintaining the status and so on, tend to make the existing industrial policy has a clear path dependence.In the above theoretical framework, this study proposes a specific method to break the locking of agricultural industry path dependence. To achieve it That is in these areas, first by improving the Government's competition and learning ability, which change the performance evaluation methods from the current policy, and improve the interests expression mechanisms of the farmers and improve the participation of farmers specialized cooperative organizations in government decision-making, Second, change the concept of government officials and farmers consciousness,it need to improve the sense of service of administrative staff, and enhance civic consciousness of the farmers, These measures can promote less developed areas' industrial policies development in the direction of the efficiency and sustainable, This research will provide a new perspective to study China's agricultural industry policy,as a practical guiding role on the county agricultural policies change.
