Study On The Index System Of Low-Carbon Tourist City

After the Copenhagen conference in 2009, The World pays high attention to climate change. City plays a key role in the climate changing process, especially in China which is in rapid urbanization and industrialization. Tourism is an important part of the urban function, and city is a carrier of the tourism development, tourist city has become the trend of city development. Low-carbon tourist city is a fusion of low -carbon city and tourist city, it can solve the discordance between city development and tourism development, gets the city switch to low-carbon economy.With a summary of related studies at home and abroad, the paper defines the concept of low-carbon tourist city, divides the driving force of low-carbon tourist city development into three respects: institutional innovation, technology advancement and market demand. Then it builds a develoment model with four subjects—government, scientific institution, enterprise and tourist.The paper does an exploratory research on the evaluation of low-carbon tourist city development. Based on a comprehensive analysis of index system of tourist city and low-carbon city, it creates the index system of low-carbon tourist city, which includes three aspects--basic index, status index and impact index. This index system provides a scientific method for the development of low-carbon tourist city in China.As an empirical analysis of the model, the paper takes four cities as cases. According to the results of analysis which comes from four target cities data in 2009, we can know the rank of CI is Beijing, Shanghai, Tianjin and Chongqing. Beijing and Shanghai have the basic conditions and driving force to develop low-carbon tourist city. Although Chongqing has rich tourism resources, the slack enforcement of tourism marketing prevents the development of urban tourism, and the city is also weak in the application of low-carbon technology. As an old industrial city, Tianjin's tourism development and low carbonization are not satisfactory, and the paper suggests Tianjin to take the chance of low-carbon tourist city development to achieve the adjustment of industrial structure. The result of empirical analysis conforms to the reality and it reflects the index system is reasonable.The result of this study provides some guidance to the construction and evaluation of low-carbon tourist city, it also provides a reference for other cities to develop low-carbon tourism and achieve the goal of energy conservation and greenhouse gas emission.
