On The Transformation Of Resource-exhausted Cities In China

Now, there are about 118 resource-based cities in China. In these cities, which 44 are resourse-exhausted cities recognized by Central Government. In China, the resource-exhausted cities are so widely, and concerned lot's of people. the success of its transformation is directly related to the overall situation of China's socialist modernization.Most of resource-based cities are the product of planned economy system. At early years of PRC, in order to be industrialization, many resource-based cities were founded. These cities do great contribution to our country. But, resource is reducing by so many year's exploitation. IN some cities, the resource have be eshausted. In lot's of resourse cities, the industrial structure are too single. So, if the cities'resouse have be exhausted, its'economy will be stoped, Many problems will be followed, such as unemployment and pollution. So long years under the planned economy system, lot's of people have no consciousness on market economy. These proplems constraints the cities'transformation.In response to this dilemma, the state began a series of measures to support and guide the resource-exhausted cities to achieve economic and social transformation. Currently, the state established a number of pilot cities, through the financial transfer payment, policy guidance, support for these resource-exhausted cities to create a better external environment. Reform by more than 10 years, we have made a lot of achivement and accumated so much experience. However, from the whole, the resource-exhausted cities still face great difficulties. Most cities still do not find a suitable transformation of the road, which still did not come out from the economic downturn, the transformation of the way there is still a long way to go.The transformation of resource-exhausted cities is a gradual process, need to pay greater costs and hardships of exploration. Now, we have to sum up the reform process, drawing on the experience of foreign resources cities on the basis of further exploration. Global levels of government should always be reasonable in the planning, proper arrangement of active and steady promotion of the transformation of resource-exhausted cities. Philosophy is to guide action, the state should be based on general characteristics of cities, the formation of the overall concept of the urban transformation of resources, and principles. Specifically, the transformation of resource-based cities from the following aspects should be promoted. Resource-exhausted cities should adopt talent introduction and training, technological innovation system and support system for the establishment, forming a good platform for its technological innovation; Finally, the transformation of resource-exhausted cities need to pay attention to strengthening regional cooperation, the formation of complementary advantages, give full play to the city Location advantage.
