Today,With China's accession into the World Trade Organization and global economic integration, high-tech industry has become the focus of the international scientific community and the economic community,and also as one of the critical factors for national or regional enterprise to improve their core competitiveness,it plays an important lead role in economic development. In recent years,China's high-tech industry was greatly developed, many provinces have established some high-tech development zones, high-tech industries in Gansu Province have developed rapidly too . However,the development of Gansu Province in the process of high-tech industry has also encountered many problems,such as the work of human resources are not taken seriously, the movement of large enterprises,so enterprises can have greater development.From the perspective of labor economics,in the final analysis , all competing are on the basis of human competition. Because of the competitiveness of enterprises today mostly comes from the company's products or services,research and innovation capacity size. From the essential characteristics of the knowledge economy we can see,human resourses are the most basic elements to knowledge-based economy, and some even called it the soul for the knowledge economy. Only incentive high-tech talent with target, they can create full enthusiasm,initiative and creativity in China, this is the key for the enterprises to stand in an invincible position in the fierce market competition. Gansu Province is a relatively backward provinces of economic,the final key factors for healthy and sustainable development of high-tech industry is its own development of human resources and management in the future.Starting from the basic theory,this paper define the concepts of high-tech industry,and the meaning of human strength briefly; comment on some relevant theories and models of motivation,indicating the particularity of inspired the special nature of human resources for high-tech industry in Gansu Province. According to data in science and technology statistical Yearbook of Gansu Province in recent years,analyze the current situation of incentive to high-tech industry human resources,pointing out that the characteristics of high-tech industry professional, the current progress of incentive,the significant issues and the meaning of problem-solved. Based on analysis of the current Situation and the theoretical, combined features of high-tech industries in Gansu Province and questionnaire on the employees of high-tech enterprises in Lanzhou High-tech Development Zone,we analyze the factors of human motivation,attempt to provide effective incentives factor for its model,and made suggestions and strategies on the term of incentive models for high-tech industries in Gansu Province.This paper incentive combine the feature of high-tech industrial development and the incentive to human resources has a positive role in sustainable and healthy development in Gansu Province. How to incentive efficiency of the high-tech talent in Gansu Province effectively is one of the major problems .Of course,the incentive of high-tech talent is a long and complex process for enterprises,and will change with the continuous times updates.
