Currently, research on rural collective construction land mainly concentrated in the law, land, sociology, much limited in one single subject but little in comprehensive subjects. Besides, research within Planning seems much insufficient. Compared with the city, the complexity of the rural land make it more difficult to coordinate the town-country planning and land use planning. Therefore, it is necessary to study the relationship between rural collective construction land management and village planning.The paper started with the basic conception of rural collective construction land in China, and discussed national policy background and hot issues related to this topic. Second, the paper analyzed history and current situation of rural collective construction land management in China. Then, through the four cases introduced from different areas and different development levels, summarize the experiences and problems of collective land management in this cases. Through analyzing and comparison on these cases, find the common features and difference in land management. The paper discussed existing problems and pointed out main causes remained in incomplete property right on collective land, weakness in management of rural grassroot organizations, and limitation of current planning system. The confliction focus on the property rights of rural collective land, management rights and the planning benefits driven between the hierarchy of rural organizations. Finally, the paper proposed that the rural collective land management should take peasant-benefits oriented, respecting rural economic and society needs, to improve planning management, and reinforcement of collective construction land right confirmation and registration.
