The 21th century is a century of development and management of human resource that has been the most active and important in the factors of production. The flourishing development of the scientific technology, social economy, politics and culture enables the competition among enterprises to be a non-smoking war competing for human resource, which becomes more and more ardent. Whoever owns the first-class talented people can develop more quickly and get a competition advantage. The key of surviving and developing of enterprise is the training system, a very important part of management of human resource, which can enhance staff's quality, make them adapt quickly to the new competitive situation and therefore can improve the competitiveness of an enterprise.The paper embarks on the practice of Shtar Science&Technology Group staff training,guided by the modern staff training theory, by means of questionnaires,interviewing,data statistics and researching of the enterprise documents,after thoroughly investing and analyzing the actuality. The author points out the existing problems during the current training process, does a training needs analysis according to the practical situation, bases on successful experience in training and management aspect of human resource management theory, discusses and designs about how to build staff training system thoroughly and systematically, makes the objectives of staff training, makes staff training designs including new employees, senior manager, senior salesmen and senior technical staff, makes the training implementation programs and assessing programs of training effectiveness, makes a set of closed-loop training management system.The paper also puts forward security conditions of training system from three aspects—building corresponding training rules, strengthening study—style organizational concepts and making a good training environment, striving to design the system more scientific.The staff training system in the article is practical and operational and can really guide the staff training of Shtar Science&Technology Group. It can guarantee a high quality implementation of staff training, can provide a reliable security for the comprehensive improvement of the quality of human resource and the enterprise's competitiveness to fulfill a win-win between the enterprise and the staff.
