According to the World Tourism Organization, tourism products can be classified into three categories: sightseeing tourism product, vacation tourism product and specialized tourism product. With the functioning of entertaining tourists, driving consumption of service industry and pulling effects on related industry, vacation tourism meets the requirements of higher level of consumption characterized with spiritual subjectivity, behavior individualizing and thus is regarded as an everlasting traveling way in the world.With the rapid development of tourism In China, the sightseeing tourism product can not meet the increasing demand of tourists. Now people look forward to riding themselves of pressure, tension and exhaustion caused by overloading work so that they can get relaxation. Therefore, it is vacation tourism that has catered such demand of the people and become popular with the time being. In the meantime, Shanghai holds high the banner of "urban tourism", which leads the way in the tourism fashion, more and more metropolises have joined urban tourism. However with the dramatic progress have been made in urban tourism and great achievements in narrowing the gap between the urban-rural disparities, it will become difficult for the metropolitan regions to attract the tourist again. This is a problem which can not be neglected. To solve this problem, vacation tourism must keep on innovation and seek further development in the intensively completive markets. Therefore, vacation tourism product has to be supposed to demonstrate its own characteristics and meet the change of demand and the psychology of the people in metropolitan regions. Only through this, will the fashion of vacation tourism in metropolitan regions be the permanent tourism fashion. This is the issue we should address urgently.This thesis explores this subject from three perspectives: Firstly, theoretical exploration. This thesis clearly defines the meaning and the characteristics of vacation tourism and vacation tourism in vacation tourism by conceptualization, and then based on some related theories such as core-margin theory, sustainable development theory, tourism lifecycle theory and the decision-making theory of Pred, This thesis offers a theoretical foundation for problem analyzing and solving. Secondly, this thesis recounts the development history, analyzes the status quo and points out the present problem such as uneven distribution, inaccurate location, incorrect orientation, unworthy title and so on, to solve this problem this thesis puts forward the following proposals : ①integrate various kinds of tourism resources and develop multi tourism product ?take the preponderant resource as the core and develop the theme vacation product ?depend on the leading industry and develop the unitary vacation product. At the same time, based on the five concrete development measures, this thesis finally offers a development model. Thirdly, based on the extant research, this thesis takes Shanghai as an empirical case to analyze the development condition, the status quo and present problem in developing vacation tourism, and then puts forward policy suggestions for developing vacation tourism in Shanghai.
