Today is a rapidly changing, severely competing times, whose character is globalization and informationization. If manager and his organization want to live, develop and succeed in such condition, he should establish abiding advantage in competition, learn excellence management ideal, hold forward management technology and implement effective management methods.Management by objective is a scientific and effective management system for enterprises. By communicating with each other, studying and making objective together, all members are involved and more united so as to combine objectives of individuals, groups and enterprise. Through this system, duties, rights and interests of individuals and departments are clear and concrete, so that co-operation is improved, and efficiency is obtained. Authorization, decentralization and self-government can not only improve managers' level, but also raise workers' quality. It will be helpful to stability and long-term development of individuals and enterprise that everyone makes his own objective, because this can prevent short-term behavior. Evaluation standards made by higher and lower levels together can make just, objecdtive judgements, rewards and punishments possible. And by dong this, readjustment and implementation can be controlled. This management method's tactics are set, analyze of objectives, and check, rewards, punishments according to implementation of objectives.Enterprise needs a management system which can give full scope to workers' enthusiasm and sense of duty, unify assorted views, and complete the objective together.Management by objective not only remedy classical management school's favor on work, but also remedy behavioral science school's emphasis on person. It can make workers find the interests and values of work, and need to realize self-fulfillment. Workers exert heir efforts not because of other's orders, but because of objective conditions and self-need. So, compared with traditional method, management by objective has obvious advantages, and makes profound influence on modern management.
