The Design And Application Of The Standard Plots Of Farmland In Chicheng County, Hebei Province

As an important natural resources and social factor of production, land has been considered as the foundation and activity base of human life since ancient times. China is a big country of land resources, ranking third in the world in the total amount, but the per capita is less. Chinese basic national situation is that we have more people, but less cultivated land compared to the population, and the reserve resources is scarce. In addition to the neglect of land management all these years, the amount of land resources is unclear, the data of land is inaccurate, the quality is unknown and the ownership is confused. All these have become constrains of the modernization construction and opening up of our country. So identifying the quantity and the quality and making scientific evaluation of land resources has become extremely necessary to carry out the basic national policy of'treasuring and making rational use of every inch of land, and protecting the farmland effectively'. And it is also very important to the the planning, management, protection and rational utilization of land resources.Scientifically, the land evaluation began at the end of 19th century and it began in the 1950s in China. Over the past decades, Chinese land evaluation study has accumulated rich experience and achieved fruitful results. The theory and method of land evaluation has also made remarkable progress. To meet the scientific development of national land resources, we must pay much attention to the use of new technologies and new methods.'The implementation of Land Management Law'requires assessing the agricultural land in the county (district) and adjusting it every six years. In 2000, the Ministry of Land and Resources officially takes arable land classification, grading and evaluation as an important project of the new round land resources survey, and the method of standard plots has been taken as a method of land classification and evaluation. In order to use the method, it is necessary to set the standard plot which directly related to the quality of the land evaluation and its application. The purpose of this study is to establish standard plots system which can be used in the updating of land classification, evaluation and the monitoring of the quality and the price of land and to make better use the standard plots in land evaluation and to make a reference to the other counties. The use of standard land plots in agricultural land classification and evaluation has just started in our country. And so far, the middle level of the standard plots has not yet been adopted in the research of updating the land grades and monitoring the quality of agricultural land on the county-level. This paper takes Chicheng County in Hebei Province as an example. Based on the agricultural land classification, 28 standard plots have been calculated with the application of mathematical-statistical methods and sampling space. Then they were distributed according to the amount and quality of the agricultural land area of every town. In this way, we can avoid the interference of subjective factors and make the standard plots more representative. Then, a more representative standard plot named benchmark standard plot is selected out of the standard plots in each grade. According to its condition, regulations are made for updating land classification and evaluation of the agricultural land. These regulations are simple and easy to operate. The other standard plots are used as monitoring standard plots which are used to monitor the quality and price of agricultural land.In this paper, the significance lies in the fact that through the design and application of the general standard sample system on the county level , more suitable standard plots can be better used in China, and it can also provide reference model for the other counties.
