In the age of knowledge-based economy, the key in competition is that of talents, human resource is a decisive and strategic resource for the existence and development of an enterprise.The key to the success of an organization lies in how to arouse the enthusiasm and creativity of human resource in an organization and continuously enhance their performance. Therefore, human resource is the central problem in enterprise management, and performance management is the core of human resource management. Taking YeDao Limited corporation, HaiKou Wine Factory as background and having a research on staff performance management, by which staff performance management system fitable for development can be obtained.Firstly,the paper obtains the first-hand information by making investigation and interview discussion to managers and staffs, adopting the basic theories for human resource performance appraisal, combining the practice in Wine factory, discussing the problem in detail in the performance appraisal, concluded that there are some problems existed in the performance appraisal of staffs in the factory. Secondly, discussed by the experts, the key factors to decide the successful application of the performance appraisal can be confirming the perspective and stratagem intention of Wine factory, redistributing personnel in all levels, thinking highly of every principal's right and responsibility, and offering system ensuring, mental prompting, material prompting and training. Thirdly, the analytical method of "SWOT" is used to confirm the emphases of stratagem development and pivotal performance field, so "BSC" is formed. According to the general thought of designing the performance management, the scheme is obtained. Finally, some advices are proposed that works involving plan pursuit appraisal and application of performance should be focused to ensure the validity.The aim is that the single performance appraisal is replaced by the performance management which can enhance the whole performance and staff ability, The paper is alsoexpected to offer some directions and advices for more enterprises.
