The Research On CNOOC's Development Of Logistics Base For Offshore Oil Exploration

As an important basic industry of China ocean petroleum industrial system, the logistics base of ocean petroleum exploring is an important link that supports the normal operation of the ocean petroleum exploring, its development level also influences the development of the petroleum industry. As our country join the WTO and the globalization development of petroleum exploring, more and more foreign petroleum companies cooperate with our country to explore ocean petroleum. The reasonable and complete function of logistics base of circumlittoral petroleum exploring has more and more obvious promoting function in ocean petroleum exploring of our country and economy developmet of both in regional and national area.Because of the later starting in ocean petroleum exploring of our country, the density, scale and ability of logistics base falls far away behind the developed countries and regions presently. And the insufficient in construction makes it difficult to turn around fundamentally in short period. Base on the situation and present economic power of our country and CNOOC, it is still not mature to construct logistics base in a comprehensive way, a ex-rapid developing will result in serious inner exhaustion and mutual restriction. Therefore, researching on the present situation and location of logistics base of circumlittoral petroleum exploring in planning angle has significant meaning in the reasonable definiton of facilities scale and location of logistics base.Aims at the above problems, this thesis analyses the present stituation and problems of Chinese ocean petroleum exploring based on the related documents and actual investigation. Elaborating on the function, position and the basic thought of the planning systematically. This thesis puts forward the method of the development of logistics base of ocean petroleum exploring of our country, mainly includes the logistic analysis forcasting method, index smoothing forcasting method and clustering analysis method and their application. Finally it points out the target and mission of the logistics base planning of ocean petroleum exploring of China. This thesis has certain realistic meaning and strategy influence in the better use of resources, establishment, sound and healthy develop of industrial logistics index system.
