With the rapid expansion of human population and fast progress of scientific technology, theextension and intension of the land use by human are growing overwhelming, which leads to lots ofimportant global environmental problems, such as environmental pollution, vegetation deterioration,soil erosion, species extinguishment and resources shortage. Land use and land cover change haveinfluences on the natural base of human survival and development, such as climate, ecologicalprogress, biochemistry circle, and also relate to regional food security, regional social economicalstability, which have strong relation to human sustainable development. How to research the land use,to evaluate its influences on society, resources, environment and economy, to discuss the way to landsustainable use and to achieve the efficient allocation of land resource is the thesis in global strategicheight.The natural environment in China is both complex and multiple, so its responses and enduranceto the change of outside world are sensitive and fragile. Additionally, because our country is in theperiod of rapid economic boom, the conflicts between population, land resource, naturalenvironment and economical development are especially obvious. Put the basic theory of landsustainable use to the practices of our country's land use management, set up indicator system andmethod to evaluate the land sustainable use. Use them to monitor, to evaluate and guide ourcountry's land sustainable use. All of them are crucial to guard the social sustainable development.In China, the economy of a county is the economy which happens in the area of a county. It isthe basic unit of civil economy. All the layers of our economy contain the economy of the county.And also, it is the important part to form the economy of a country, a province and a central city. Inthe term of region, a county is a whole administrative region. So, to discuss the land sustainable usein the area of a county has practical meaning and maneuverable. If we have the sustainable use of the county's land resource, protect the cultivated land resource, satisfy the demand of constructive landfor the rapid development of civil economy, and improve the benign development of ecologicalenvironment, the whole domestic economy's continuous healthy harmonious rapid developmentwill be very meaningful.The dissertation is established in the important meaning of land sustainable use in a county.Take Jiangjin City for example, based on System theory, LUCC theory, Land sustainable use theory,and then regard the land as a system, analyze the change, characters and problems of land use. Thenby evaluating the level of land sustainable use, put forwards the countermeasures to improve thelevel of land sustainable use of Jiangjin City. The dissertation is divided into five parts:In part one, the background and significance of the dissertation and a documentary summary ofthe focal points are stated simply. Based on this, the clue and method and essential problems areillustrated.In part two, the land use environmental conditions in the research region are stated simply. Thispart is divided into three parts——the general conditions, the natural environmental conditions andthe social economical conditions.In part three, the land use conditions are analyzed in the research region. It concludes the landuse structure change, land use dynamic change, the land use intension change and the problems inthe land use.In part four, the levels of land sustainable use are evaluated. By setting up indicator system,evaluate the change of the levels in land sustainable use from 1997-2005, and put forwards somecountermeasures to improve the land sustainable use level.Part five is conclusion and discussion. According to the above-mentioned analyses and studies,we can arrive at the following major conclusions:From 1997-2005 in Jiangjin City, 1. The level of land sustainable use run from basic sustainable use to sustainable use. The levelof the land sustainable use has been elevated fluctuantly. It says the trend of land sustainable use inJiangjin City is good.2. In the eight years, the productivity was fluctuated, but the change was not very obvious inwhole, that is to say it has not been improved with the economical social development. One of the reasons is the construction of the city has taken up surrounding fertile farmland, which leaded to theproportion of the middle and low productivity-land in farmland became larger, in another word, thequality of the farmland was degraded structuredly. Another reason is the middle, lowproductivity-cultivated land, garden, forest have taken up a large proportion of the farmland inJiangjin City.3. The stability was improved fluctuantly. It is the result of the additional investment which isput into the land infrastructure construction with the economical development, such as the road,railway. Those countermeasures can deduce the risk of stability.4. The protection was improved fluctuantly. To strengthen the repair of water and soil erosion,to deal with water pollution and to improve the rate of forest coverage can do some favor to it.5. Economical availability was improved with steady steps. The economic output per unit hasbeen increased. The living level of people has been improved. The structure of land use has beenoptimized. This pillar has obvious effect to improve the land sustainable use level.6. Social acceptability was flucturantly, and has downtrend in 2004 and 2005. It is because thedevelopment speed of Jingjin City is slower than that of Chongqing City in 2004 and 2005.
