peasant is the maximal vulnerable group in our country , for a long time,they had no admission ticket to the marketplace,and their national treatment is insufficient, bringing about that the gap between rural areas and the city are being got bigger and bigger. Otherwise, because of a variety of misgiving, peasant organization, which is the farmers' interests representative body, received little legally confirmation,the direct consequence is that peasant's marketplace participative ability is very low, in other words, they are exploited by the market and the system. In the new century, with science and technology economy advance by leaps and bounds, knowledge-base economy and web-economic is in the corner, government must value the countryside organization construction.The peasant organization form is different from one country to another since there are no things identities in the world. In china, such a peculiar country, how to building-up peasant organization is a significant task. This paper utilizes the knowledge-base economy theories, takes the angle from knowledge administration, and proposes a new kind of peasant organization model, named human capital organization. The main body of the paper analysis it's "the 3-D structure" and behavior. That is expecting doing some new explorations to the human capital theory and organization theory in homeland. The paper is consisting of seven chapters.Chapter one: Introduction. This part had a brief introduce the background, purpose and significance of the paper. Studying and appraising the main theories on home and abroad about human capital and organization. And raise the studying frame, method and places of may be innovative.Chapter two: The new rural areas organization model: The human capital organization. Be a part it turn to analysis first to relevance connotation of the human capital organization, and then make a brief analytic on the difference between human capital organization and that not human capital organizations, discussing the formation route of the core resource in human capital organization and its efficient border.Chapter three: The changes of New China rural areas manpower organization forms. This part does a retrospection to the various rural areas manpower organizations, which set up before the openness of the new country, analyses the gaps of economics efficiency between different organizations, lays stress on the significance that the system to economic.Chapter four: that rural area human capital organization's 3-D structures. A part's turn to bring to light of the peculiarities of the organization from property right named "the 3-D structure".
