Compete the ages of vehemence in the knowledge-based economy, knowledge-based talents as the knowledge carrier are the source for the high and new tech enterprises to obtain the sustained advantage in competition and the most valuable assets of the enterprises. Knowledge-based talents, the owner of the specific knowledge and skills, have high task autonomy and no longer beholden to enterprises. So the mobility of the knowledge-based talents is faster than that of the laborial staffs, and it have an obvious effect on the high and new tech enterprises. At the moment, the developed countries attract many high-level knowledge-based talents all over the world by Green Card and generous payoffs. This should lead to the flow of knowledge-based talents around the world. In order to avoid the unnecessary loss caused by losing talented person, the high and new tech enterprises need work out relevance preferential measures timely to promote the reasonable flow of knowledge-based talents so as to meet the development of the times.Confronted with the influence that the rapid-flow of knowledge-based talents bring to the sustainable development of the high and new tech enterprises, it is of significance to grasp the factors that influence the mobility of knowledge-based talents. The author systematically analyses the factors that affect the flow of knowledge-based talents in the high and new tech enterprises from four aspects: social context, enterprises and individuals, and finds out the problems in the flow of knowledge-based talents for the high and new tech enterprises are defect of social safeguard legislation, the development imbalance of society environment, unordered enterprise management system, hardly achieve individual values and so on. And proposals of building perfect social environments, creating the cohesive corporate culture, establishing sound human resources management mechanism are put forward. At last, it also takes the high and new tech enterprises in Chengdu as the research object, and has carried on the real diagnosis analysis,in order to apply the theories to practice. Then it conclude that business is the largest factor judging from the survey of knowledge-based talents'flow will from the high and new tech enterprises in Chengdu. Therefore this paper suggests to improve company competitiveness, establish incentive compensation model which combining direct compensation and indirect compensation, strengthen affective management on knowledge-based talents. It hopes this study will provide reference for the sustainable development of the high and new tech enterprises in China and knowledge-based talents management.
