Hebei is one of the provinces in which the character of having much more heavy industry and chemical industry is obvious. The stress of resource and environment is extremely great during the development of economy and society. The restrictive goal of energy intensity's decrease by 20% is firstly revealed in"the 11th five-year plan compendium for Hebei province in the national economy and social development". the study of the strategy for energy use in the 11th five-year plan have great significance for improving the energy utilizing level, achieve the energy saving restriction index, accelerating the development of the economy and society healthily.In this article, a great amount of related energy statistic data is collected and referred. The study tells the techniques which can save energy and need to be popularized and the energy saving goal during the 11th five year plan, it also mentions some important energy saving project and its executing blue print, including burn coal boiler's alteration, heat-power joint production, utilizing the remain pressure and heat, electrical machine's alteration, saving energy in government and green-lighting.
