| In our country, the rural construction land takes up a high proportion in construction land while the degree of centralized using is quite low, therefore the consolidation for the constructive land is potential. At present, under the case that the rural land consolidation is restricted by the resource potentiality and the environmental protection, the key to the rural land consolidation is gradually transferring to the rural constructive land consolidation. In the meantime, in order to encourage the rural constructive land consolidation and make the best of it, relieve the conflict of the land use supply and demand, the Ministry department of Land and Resources has already carried out the practice in increasing urban constructive land and decreasing rural constructive land throughout the country. Therefore, it is imperative to continue the system research in rural constructive land consolidation and related policy of the rural constructive land consolidation and urban constructive land increase in practice correspondingly.The thesis includes 3 parts:The first part starts from the concept and potential of rural constructive land consolidation. Based on the systematic description about relevant theory of land consolidation. Qualitative and quantitive methods are both applied and take Nantong for example, it offers a systematic study on the measurement of rural constructive land consolidation, range of potential region and location choice for consolidation.Then comes to the second part, based on the spirits of "concerning the decision that deepen the reform and make land management" from the State Department, the paper goes deep into research on the associating increase of urban constructive land with decrease of rural constructive land consolidation through program management, capital management and approvement of the land in figure.Lastly, on the foundation of the above-mentioned research, we put forward the innovative policy advice through strengthening management of capital, setup of the rural household transfer system, management of elastic planning and marketnization of transfer index. All these can promote the rural constructive land consolidation, improve the efficiency of it while provide more space for increase of the urban constructive land. |
