Urban housing guarantee system is the necessary and supplementary policy of housing market-driven distribution policy system. It is also the important part of national social security system. Currently, most urban low-income people can't afford to buy an apartment house which can satisfy their basic housing need in the housing market; therefore, the problem of the urban low-income group's housing guarantee system is becoming more and more obvious with the faster development of housing market. Economically affordable housing and low-rent housing are two major modes in urban low-income housing guarantee system in China now. Because urban low-income housing guarantee system in China is just taking off and the policy system itself is not perfect. Moreover, there are still some deviations when we apply the policy system into real situation. Therefore, the result of current urban low-income housing guarantee system is not satisfied on the whole, and most urban low-income just can enjoy the guarantee policy within limits. Therefore, researches on urban low-income housing guarantee policy in China are important and significant. Via methods such as literature search, comparative analysis and quantitative analysis, this thesis set forth the developing process and problems of urban housing guarantee system in China, summarized experiences about housing guarantee in UK, USA and Singapore. It took the example of Changzhou low-income group, studied the basic housing guarantee situation in Changzhou and put forward suggestions about how to perfect the urban housing guarantee system in China. First, we should try to perfect housing guarantee system. Second, we should perfect economically affordable housing system. Third, we should perfect low-rent housing system. Fourth, we should develop public housing.
