The studies on state-owned enterprise manager incentive plan establishment, regarding fully arouses manager's work enthusiasm, the initiative, maximum limit stimulates manager's operating potential, guaranteed the state-owned enterprise manages the development goal the realization, has the important practical significance and the theory value. The paper to Changqing bureau (to hereafter refer to as: Changqing bureau) is the sample, the research respective two levels of units manager's incentive plan.First, the paper summarized the incentive and knowledge staff incentive correlation theories; Then, the paper using literature, questionnaire, face-to-face talk and statistical analytic method, discovered the main problems and reasons on present incentive situation. The problems include "the wage structure sole, excessively slightly lacks incentive", "the bonus disparity, punishment dynamics is not big, the long-term incentive insufficiency" and so on. Furthermore, paper before states the theory is the instruction, in view of Changqing bureau two levels of units manager to incentive question and its the root, the research designed Changqing bureau two levels of units manager's incentive improvement plan, included with emphasis: Based on two levels of units different categories under "individuality salary system", "buffet type welfare system", and so on; Finally, the paper explorated the safeguard action of Changqing bureau two levels of units managers incentive plan.The paper research results regarding Changqing bureau improvement two levels of units managers to incentive plan has the reference function.
