In this paper, the core point is that Strategic Human resources are the most critical factors in the competition of knowledge-based economy. To keep its advantage in HR, an enterprise has to continuously improve its employees'competence by strategic HR training and developing, thereby enhance its competitive power and fufill its strategy. Also, an enterprise can motivate its employees and strengthen its coherence by way of combinng training with career development planning. So, how to establish a perfect HR strategic training system has become the most important task in modern human resources management.This thesis, at first, introduces the implication of HR strategy management and the development of the strategic human resource management and the resource-based view as the basis of designing HR stragetic training System.Then analyzes the current training situation of TCL Group, finding out its problems, and tries to build a training system suitable for TCL Company on the basis the modern theories of HR training & development.This thesis improves Systematical Training Mode and builds a new training mode for TCL Group, which is more closely connected with TCL'strategy. Meanwhile, the new mode makes it possible for everybody in company to participate in training and helps to fulfill the company's target. When designing the training requirement analysis system, the thesis uses career management theory to design career-planning system, which is connect with training, and this system enhances employees'loyalty to the company. In building training resources system, this thesis designs all-level training course system and prepares everybody to take part in the subjects. In building training operational regulations, this thesis uses Kirkpatrick's Four-level evaluation Mode and makes TCL's training operational reles more perfect, and solves the problem in evaluating training effect.This system is practical and feasible because it is designed according to TCL group's real background, aiming to direct and regulate TCL's training. It is also expected to give reference to other Chinese companies.
