In the new century and new stage, the deep-going change of international and domestic circumstances provides a rare chance for state-owned enterprise reform and development, but it's also a severe challenge. As the transition period of WTO ended, domestic market is all-around open, the growth speed of world economic, the adjustment of international industrial structure, the price fluctuation of energy and resource, the change of capital market and the variation of exchange rate bring direct or indirect impacts on enterprises' production operation. Enterprises' advanced managerial personnel are valuable human resource. They face with huge responsibility, heavy tasks, and the pressure from many aspects such as market competition, enterprise development, and employee stability. It's a very pressing assignment for us to try our best to bring up many state-owned enterprise leaders with international vision, good at strategic thinking, and they can judge international situation scientifically, can use international rules skillfully, and have high political consciousness, global view and responsibility. Also, it's very urgent to train many excellent entrepreneurs who are strategically, good at operation and management, have good image, and can adapt to the needs of reform, opening-up and modernization.
