The Analysis Of The Problems In Constructing National Low-rent Housing System

In current period, the issue of housing guarantee is the most important part in the Party and government's work in China. The Party and government is taking action on carrying out kinds of measures to adjust housing supply system actively, in order to guarantee people's basic living condition, maintain the stable society, and assure the harmonious development. Chinese low-rent housing system, same as the affordable house system, is the essential part of national housing supply system. It is a significant social policy aimed at urban poor group. Improving housing supply system and establishing low-rent housing system are the essential policy for those in low-income bracket to solve the housing problem.National urban housing work meeting organized by the state council was held in Aug.24~25,2008 in Beijing.The primary topic for discussion is reinforcing the low-rent housing system construction to solve urban low-income family housing problem. Nine ministries and local governments including National Development and Reform Commission, Ministry of Finance, and Beijing municipal government gave the speech in the meeting on how to carry out"Advices on How to Solve Low-income Family Housing Problem".It is obvious that constructing low-rent housing system is still the important pending solving issue.With the interest on above mentioned issue, this thesis based on general understanding of policy gives complete analysis on Chinese low-rent housing system construction through analyzing other countries and Hong Kong region experience on low-rent housing system construction. The thesis is base on Chinese reality condition and constructing grade, and gives analysis by following logical sequence from Chinese low-rent housing system construction current development situation, then to exciting problems and to relating suggestions, aiming to find reasonable perfect measure and provide some significant exploration on constructing national low-rent housing system.I. General analyzing on low-rent housing system, to set up the base on further analysis on Chinese situation.II. System analyzing Chinese low-rent housing system construction current situation, and pointing out four exciting problems.III.
