Resent ten years, as the welfare housing allotment system in our country is completely over , the commercialize,monetization housing market has already built. Currently with the well-- Developing in housing market and the improving of the residential level there are some disharmonious things: compared to the housing market developing, the building of the housing guarantee system is slow. Multi—level supply system of 0ur country was built in 1998: The minimum income family rent the low rent housing, the middle low income family buy or rent the economical affordable house, the high income family buy or rent commercial building, but new housing supplies system is not implemented practically by the local governments everywhere.Since the housing have both the commodity attribute and the guarantee attribute, we should give consideration to the harmonious developing. But they have different proportion,degree and contribution in the economic growth of different place .The commercial residential building is to satisfy the housing group need which have the purchasing power, but the guarantee housing is mainly to satisfy the need of families which have the insufficient purchasing power : such as middle or low incomes family. Therefore, the commercial residential building exploitation can abide by the market principle. This can maximize profit and develop the local economy. And the guarantee housing requires that the government provides various preferential measures, such as preference,reduction and exemption of the tax and land , guarantee housing supplying is able to affect the house price , therefore developing a guarantee house in large amount will be harmful for the develop of the local economy. Under current checking system in political achievements, local governments do not consider developing guarantee house as an important thing, especially low price house for the families no purchasing power. This has led to the high price of the house today and the unbalance in the structure of the housing supply and demand. This makes the accommodation become social focus and makes the real estate market become the subject of the regulation and controlling for the central government.This thesis is exactly under this background, mainly focus on the housing situation which have no any purchasing ability group for present and the existing problem of carrying out the low rent housing system. And on this foundation to put forward viable policy and suggestion for perfecting implement's mechanism of the low rent housing of our country . This thesis mainly includes following contents:Chapter 1: Introduction. It analyses the background and significance of the problem and points out the housing market developing at full speed and arousing economic growth in everyplace. But the every local government didn't pay more attention to the housing guarantee function. Especially: the low—rent—housing system for the lowest—income family doesn't get very good putting into effect everywhere, making the housing problem of the low income family more and more outstanding, arousing deep concern of central government .This text takes this as point of departure, on the basis of studying on the implementing problem of the low–rent—housing, put forward the writer own research method and way of thinking.Chaper2: The summaries about our country city and town housing system and the low-rent-housing system. This chapter is founded on the reforming and logicing progress of our city and town housing system, introducing the low-rent-housing system concept,the characteristic and the significance of putting it into practice ,and the evolution and course of the low-rent-housing system.Chaper3:The situation of implementing the low-rent-housing system in our country. This chapter is based on studying and analyzing the accommodation of the residential-level of the low-income people and common people, and find that the residential-level of the low-income people behind the common people. Take this problem, on the basis of investigating and studying implementing the low-rent-housing all over the country, and analyzing development and implement the low-rent-housing system problem of concrete city.Chaper4: It analyses the problems of implementing the rent-house system and influencing factors of our country. Chapter5: Policy and suggestion of implementing the low-rent–housing system of our country. Inorder to resolve the housing accomodation of the low-income people, the author submits the following feasibility suggestion: Firstly: the government should expand gradually coverage rate of the low-rent-housing system in the process of pushing it forward . Secondly: governments also should ascertain the now available channel mode of financing, broaden a financing channel; Thirdly: broaden the house source of the low-rent-housing and guarantee all kinds of rent system implementation in time; Forth: Perfect to the low-rent-housing management system. Fifth: Build and perfect relevance supporting policy.
