In the condition of socialist market economy, low-income groups cannot solve housing problem simply rely on housing market. Low-rent housing system is an important measure to protect the housing rights of lowest-income urban family, implement a people-centered, care of the vulnerable groups .It is an important content to build a harmonious society, establish and improve a multi-level security system of housing.It has great significance on deepening reform of the housing system and solving the problem of housing of urban minimum-income families.This paper uses Marxist social need theory and social deductions, filtration theory and welfare theory and the theory of the housing security system from the United States, Singapore and China's Hong Kong region. The paper researches the low-rent housing system in Shijiazhuang City from the aspects of building systems, the object of the support and the way of security, and give the corresponding perfect proposal.Low-income groups is the protection principal of low-rent housing system Low-income. Low-income people is that their income levels below the average income of residents in a certain period within the same geographical area. According to the "five sub-Law," it should include the low-income group and the lower income group. In Shijiazhuang City, low-income groups refer to the groups who have the city accounts, and whose per capita household income is below the disposable income of 0.8 times in the previous year, and the per capita housing construction area is less than 15 square meters and the total construction area of a family is less than 50 square meters .The paper analyzes the status of the housing in Shijiazhuang .The low-income groups show concentrate of the distribution industry, housing area stenosis, the functional characteristics of poor facilities. Low income levels and high prices abnormal particularly conspicuous contradictions, it is very urgent to develop the low- rent housing system.Shijiazhuang government has promulgated the "City of Shijiazhuang minimum income families and low-cost housing management methods" and "low-income households low-rent housing application, examination and approval, and the publicity and withdraw Regulations on Management " .They have a standardized construction on low-rent housing system from the scope of protection, logistical support, funding sources, withdraw from the mechanism, and other areas . part of the low-income groups have got corresponding protection. But low-rent housing in Shijiazhuang City faces tremendous difficulties and challenges because of too much emphasis on the commodity housing properties in the past housing reform, and the neglect of its people's livelihood attributes, coupled with the history and mechanisms, and the reasons for the design. Particularly, in 2008 low-rent housing coverage expand suddenly, it will ask the relevant government departments to increase the intensity of implementing the reform of the existing low-rent housing system and advancing with the times to adjust, standardize and improve ,and protect those who need them can really live in cheaper renting.The low-rent housing construction in urban area of Shijiazhuang demonstrates the major problems as follows, the shortage of funds, lack of availability of housing, overburdening oflow-rent housing construction, the low standards of security ,the defaulting of the scope of design (the external the population is excluded from the coverage due to the long-term impact of the urban and rural household registration system), the lack of operation in goal planning . The root cause is difficulties of low-income groups out of poverty ,and the single channel of funds supply and housing.The goal programming ignored the economic strength and the coordination of security groups, defection of management resource system , over-dependence of local finance on the real estate tax.The following measures on the existing low-rent housing system for the construction of low-cost problem in Shijiazhuang City based on analytical study (1) increase the supply through a variety of low-cost way, and policy guidance should encourage"one household one house". The methods include utilizing vacant room, building small house, buying and selling second-hand house and economic house, rent housing, rational use of public housing to increase house supply. (2) employ a variety of methods to broaden fundschannels: reasonable use of existing financial resources, imposing property taxes and business taxes to the high-income housing, regulation use of rental tax and reverting the taxes into funding in construction of low-cost house.on the other hand, raise private capital into low-rent housing construction market through the welfare lottery, bonds and fund. (3) increase the employment channels for low-income groups, to change the poverty problem of low-income groups fundamentally.Meanwhile, put foreign workers into the security system by adjusting the access threshold .(4) the building of low-rent housing is for the benefit of the lowest income groups firstly, and it will cover the guarantee group step by step ultimately. (5) integrate the management resources of government and establish quantitative indicators and the introduce it into the planning assessment mechanism.According to the scientific concept of development and building a harmonious society's philosophy, Shijiazhuang municipal government should deal with the low-cost supply and demand contradictions scientifically and rationally. It is essential to excute the building of low-rent housing security system as the basic strategy because it relates to people's livelihood, and it should be established in local laws form. Then we should put the building systems of "low-cost" families on the agenda of government and insure the system by optimizing the structure of government.
