Research On Development Strategy Of Urban Region Space In Heilongjiang Province

The economic development and urban construction in Heilongjiang province has played a very important part after the establishment of People's Republic of China. Heilongjiang province which acted as one of the national bases of heavy industry, energy resources and marketable grain has been supporting national economic construction. Since the policy of the reform and opening to the world was carried out, the economic development and urban construction of Heilongjiang Province, as well as Northeast of China, has gradually dropped behind the east coastal areas, and the less advanced phenomena appeared. In the 16th Party Congress, the strategy of reviving old industrial base of Northeast was put forward, which provided Heilongjiang province a hard-won opportunity for economy development and urban construction.Under the circumstances of the economic globalization, urban construction is advancing more and more toward the direction of the regional and integral development. The influence of the external environment and relevant factors of urban development has gradually been protruding, and the degree of urbanization plays a more outstanding role in regional development. Therefore, in view of the scientific development, it is very important to carry forward coordinated construction and continued development. Now, Heilongjiang Province is in a new phase of development; the large-sized, medium-sized and small-sized cities and towns are all developing rapidly, have together formed the urban regional space structure, which has formed new characteristics. Based on the center of large-sized cities, the urban regional space with intimate connection, reasonable division, compact structure and local characteristics which consist of several cities and towns with different scales and functions is an inevitable trend of further urban development in Heilongjiang Province.This paper based on the research into historical process and features of modern urban regional development in Heilongjiang Province, applies the theory of urban regional space and quantification analysis in multi-directions to analyze various factors and effect mechanism of the further development of the urban regional space in Heilongjiang province, and brings forward the strategy of urban region development.The paper consists of five parts: firstly, the paper takes an introduction including the discussion background, the contents and method of the analysis and the research status both in the country and abroad; secondly, the paper talks about the developing history and characteristics of the urban regional space in Heilongjiang province, which introduces and analyzes the urban status of development in Heilongjiang province before and after the establishment of the P.R.C and all historical periods of the reform and opening; thirdly, the paper refers to the comprehensive analysis of the inner motive power of urban regional space in Heilongjiang province, analyzes the population scale and comprehensive economic strength of urban development in the Province, using the urban gravitation model to reflect the relations between cities ; the forth part talks about the relevant factors and the effect of urban regional space in Heilongjiang province, analyses the relevant relation and effect through effective factors of the status of resources, the administrative management, the regional coordination, urban and rural plans as a whole, cultural education; finally, the paper discusses the strategy thought of urban regional space development in Heilongjiang province and advances some thinking about the construction both in cities and towns of the province.
