With the deepening of market economic reform, as well as the rapid development of globalization economy, corporations have to try their best to reduce costs and enhance competence in order to remain the dominant position in the competition. Under such circumstances, labor dispatching has started to thrive in recent years. However, compared with the advanced labor dispatching overseas, labor dispatching in China has just been primarily developed, in the sense that the public stay unfamiliar with the implementation and managerial systems of the labor dispatching and the legal basis related has not perfected yet. Thus, we still face a lot of problems in practical issues.This paper focuses on the issues of practical implementation, managerial patterns and systems etc. We combine the issues above with detailed implementary rules in the real-world projects to offer a solution to the problems in project implementation.The rest of the paper is organized as follows. First, we begin by defining the concept of the labor dispatching. We clarify the function characteristics of the working relationships in the labor dispatching and analyze the cause of the emergence of labor dispatching, the effect of the development, and the advantages of the dispatching which enable us to conclude that labor dispatching can reduce the costs of transaction in human resources, increase the social benefits and be of great assistance to the employment obtaining. Hence, there is no doubt that we should develop labor dispatching in China. Secondly, we examine and study some particular problems of the labor dispatching in China, for example, the understanding of the labor dispatching, multiregion labor dispatching, inequality of wages in labor dispatching. Further more, we investigate a certain corporation involving labor dispatching. We carefully analyze its labor dispatching service offered to a famous communication company and consider detailed implementary flow of this service. In addition we clarify the managerial patterns and systems adopted to handle the related problems. Consequently, we hope to promote this new method of the allocation of human resources.
