Labor dispatch is an employment mechanism in market economics,whose beginning in our country was in mid-1990's.These years,it develops rapidly due to multiple things:the mobilized human resources,the change of people's understanding of employment,the increase of complexity and cost of human resource management,the increase of labor supply,and the increase of demand of temporary employment.There are many benefits in labor dispatch.It lowers unemployment rate,improves human resource allocation,expands business of dispatchers and increases their profits,helps employers cut their costs of human resource management,brings more flexibility to employers,and provides another career path for employees.In 2002,BY company continuously expanded its production and increased shipping volume, which brought about shortage of loading workers.The human resource department believed the shortage was temporary and these positions were not critical,so it decided to solve the problem through labor dispatch.In the following year,labor dispatch did cut the labor cost.More importantly,for this co-ventured company that previously owned by the government,such a flexible employment mechanism brought a shock to those permanent employees,and their work attitudes became more positive.Along with the expansion of BY,demand of human resources continues to increase.The management also extends the usage of labor dispatch to other uncritical positions.Recruitments from the public or university relations are restricted in those critical positions of technology,management,and operation.On one hand,it saves on labor cost; on the other hand,it also keeps the company competitive.But along with the extension of labor dispatch usage,its flaws also show up.As a temporary employment mechanism,labor dispatch does not fit into the long-term development plan of the company.For example,the reward is not enough to keep temporary workers in pace of the company;the company is facing risks that internal secrets may be leaked;dispatched workers' risks add to those of the company;it is also quite difficult for dispatched workers to focus on the jobs and fit into the existing culture and management.This thesis first presents a survey of labor dispatch theory,risk management theory,labor dispatch risk theory,and legislation environment.By field investigations and statistical researches,we analyze the status of BY on labor dispatch.Our conclusion is that using risk controls including risk avoidance,risk reduction,and risk retention,such as carefully choosing decision makers and dispatchers along with humanistic management,BY can solve the labor dispatch issues and achieve healthy growth.
