The Study On Migrant Workers' Medical Insurance System

Since open and reform, as China's higher level of economic development, acceleration of the process of urbanization and industrialization, the problem of rural surplus labor force was greatly highlighted, which overshadowed by the low efficiency in the use of labor. Under the condition of relatively loosen management of national population policy, a large number of rural laborers engaged in non-agricultural employment in various cities, so that formed a special social groups——migrant workers. From the piont of its social impact, the migrant workers solves the labour shortage in the developed regions, not only made tremendous contributions to urban construction, economic development, but also effectively alleviate the employment pressure caused by surplus rural labor force. With the increasing number of migrant workers, it has become a major force of China's economic and social development. However, their social status and fundamental rights are not equivalent to their contributions, due to the effection of inertia of various social policy, and the inherent characteristics of migrant workers, the entire migrant workers show a great difference between their identity and occupation as a special status, which can not fully integrated into China's current duality social system, and their legitimate rights and interests can not be protected. From the real situation, the issue of migrant workers' medical protection is the outstanding performance of their missing rights and interests. Migrant workers are facing a strong risk of medical diseases, for they almostly engage in high risk jobs, such as building industry, mining industry, etc, so the medical Insurance is more demand. However, in China's existing dual mode medical insurance, the migrant workers can not be incorporated into urban medical insurance system and rural cooperative medical care system is unable to protect their health risks effectively, resulting in medical insurance needs of migrant workers could not be met. In recent years, an endless stream of farmers industrial accidents and occupational diseases has drawn the community's great concern. Clearly, establish and improve medical insurance system for migrant workers, and to strengthen the reform of relevant supporting policies, so that migrant workers' "diseases could be cared", that's not only relates to economic development, but also come to a good social effect, and it should become an important part of current social reforms.In this paper, the writer discusses the issues of China's migrant workers's medical insurance system with management, political science and economics and other multi-disciplinary knowledge, from the process of migrant workers's formation and development, to analyze their group identity. On the basis of this, the writer discusses the needs of migrant workers health insurance from the perspective of medical insurance, social equity and risk aversion. Subsequently, the writer analyzes the status of China's current medical insurance system, discusses it's particularity from the relationship and contradictions of its various main supply parts. Finally, in response to questions raised in front of the corresponding measures,and give out author's views on improving the system.
