The Research On The Problem Of Medical Insurance For Migrant Workers

Migrant workers is a new social group in the process of China’s economic society in transition, it is the unique social phenomenon in China’s urban-rural dual system. In2012, the number of China’s migrant workers reached253million people, year-on-year growth of4.4%. This large number of migrant workers made a great contribution to the development of China’s social and economic, they are an important force in constructing the socialist harmonious society. Migrant workers has long-time been engaged in dirty, bitter, tired, insurance work, and the conditions of their housing, food, health are relatively poor, so they need medical insurance more than city residents. However, the current migrant workers did not get relative identity and status as its contribution, it caused the majority of migrant workers are excluded in the city medical insurance system, their healthcare security do not met long-term. Although the state has adopted on migrant workers medical insurance policy, many local governments have also developed the related implementation measures, but the implementation effect is not very ideal, the problems are also quite prominent, and this paper is to discuss the further research on these problems.From the study of medical insurance for migrant workers in the background, purpose and meaning, this paper summarizes the academic research results at home and abroad, used the method of qualitative analysis and quantitative analysis combine with the literature research method, the questionnaire survey method, the specification analysis to research the problem of medical insurance for migrant workers. Firstly, based on reviewing the related concepts and theories, analyzes the current situation of migrant workers medical insurance; then, analyzes the existing problems of migrant workers medical insurance, and studies reasons through the institutional factors and non-institutional factors for the existing problems; next, this paper targeted puts forward the countermeasures suggestions on perfecting medical insurance system for migrant workers, including analysis the necessity and feasibility of specific measures and related measures this three parts.
