Study On Migrant Worker's Medical Insurance Problems And Countermeasures Of Them

In this thesis, we use Chongqing University's survey statistics for the migrant workers to participate in medical insurance, combined with the National strategic research group's survey data of migrant workers. as the analysis of proof of medical insurance of migrant workers to sovle the problems.Then we analysis the main reasons from two main aspects causing the migrants'medical insurance problems. First is the institutional factors. China's current medical insurance system . We analysis the specific circumstances of medical insurance and, in conjunction with national and regional surveying data, analyzes and summarizes the specific features of the medical insurance of migrant-workers in shown, as a solution to migrant-workers'medical insurance issues. Other medical insurance system only exist a short time .The contents of design is not a complete system .Such as medical insurance for migrant workers not meet the needs and development requirements on the realities of migrant workers .At the same time ,the medical insurance system has a significant regional differences, the low-level co-ordination. Between different medical insurance system ,the lack of convergence and conversion standards ,convergence and clearing houses in different places are difficult. The second is human factor.The main human factor includes three aspects. Firstly, migrant worker themselves'conditions: the flow of migrant workers and their level of income , as well as the status of migrant workers participate in medical insurance have direct constraints in the result. Secondly, employers . Employer'respond to migrant workers will have a direct impact on migrant workers participating in the outcome of insurance. Thirdly, the management of sector-related functions. Government departments, as well as the promotion of monitoring and investigation unit also directly affect the migrant workers'participate in the implementation .Along with them ,according to the contradictory relationship between the principal contradiction and the principle of a secondary focus on an analysis of the impact of migrant workers to participate in major medical insurance issues, including the movement of frequent and high cost of medical insurance and medical insurance system provides a variety of non-uniform, convergence difficulties.Finally,summing up the preceding analysis, combining the characteristics of migrant workers,give out our suggestions and countermeasures on migrant workers' medical insurance problems. The resolution of the issue of migrant workers medical insurance needs a the full implementation of every aspects including migrant workers, government, hospitals and other social groups. At the same time, migrant workers medical insurance issue,not finished after migrant-workers'participating in some kind of medical insurance. Medical insurance of migrant workers and the convergence of the transferring are also needed. The medical lectures of migrant workers and spread of education and publicity are also necessary. The issue of migrant workers needs the perfecting of medical insurance system and improvement of the convergence,and improvement of medical and medical system,as well as enhancement of the education , stability of income and so on .
