With the emerging of knowledge economy ,human resources have been turned into one of the key competitive elements which determine the nongovernmental enterprises in competition. At present, there are many problems in human resources management in small-and -medium enterprises in China. A further development and effect of those small-and -medium enterprises have been extremely restricted by human resources management, which should be emphasized. Human resources must be transferred to human resources capital for a greater development of the small-and -medium nongovernmental enterprises.Carrying out a strategic human resources management will benefit the financial affairs, promote the capital market of human resources, and direct the practice of human resources management. Then the enterprises will get a ever-lasting strong point in competition.The study of the thesis adopted a combination method of a qualitive and quantive investigation and a literature review. By means of questions and answers, observations and investigations, the author has got a lot of first-hand and second-hand materials, which were classified and analyzed qualitively and quantitively.This paper focuses of the problems concerning human resources management in small and medium enterprises, such as an clear strategic human resources management, a mobile personnel, a lack of ownership of enterprises, low official loyalty, and single encouragement mechanism. What caused those problems. Suggestions will be raised out in this paper in managing the small and medium enterprises.
