The Analysis On Policy Support Systems Of City Village Renovation

Since the 1990s, the study on city in village has gradually became one of the focuses in theoretical circles and the Government. Most research regards the city in village renovation, either using the urban and rural integration view, or the view of city in village renovation pattern. Even with the government policy, only on government policies and actions of the border analysis. So, from the perspective of the interests of all parties, the village study rarely involved for renovation of village policy support system. Based on the principle of social welfare perspective, the dissertation proposes the establishment of an organic linkages policy support system for the renovation of villages to new ideas, which is the best combination of urban regime theory, economic theory and principles of sustainable development in order to improve the welfare of society as the target. The dissertation proposes the framework for policy support system, and empirically tests the theoretical analysis with the city in village renovation of Lianmen village, including the developing employment, urban and rural planning a unified management system, land registration, social security mechanism, villagers study ,these views has provides a basis for decision-making for the Government. Major achievements of this work are as follows:1. The city in village renovation is studied based on social welfare and sustainable development principles, the principle of economic. The author suggests that the government pursue the maximization of social gains, investors seek the greatest possible economic benefits and the villagers pursue the economic benefits and improve the living conditions, that is, in essence re-distribution of social resources. Villages should be modified to increase the level of welfare of the whole society as the goal, the realization of the theory of social welfare and the transformation of organic village, the village in order to further reveal the nature of the transformation.2.Policy support system for city in village is the fundamental guarantee for the success of renovation. Through policy support system analyses the characteristics of systems, the author proposes the development employment ,urban and rural planning a unified management system, land registration, social security mechanism, and so the villagers combine policy support system. Villages further reveals not only the renovation of urban and rural integration, but also the social redistribution of resources and effective utilization of resources.3.With Lianmen village renovation of the empirical analysis, the author discusses the success of the fundamental renovation of building a support system policy.
